Ontario’s e-scooter ‘Wild, Wild West’ leaves those injured in legal limbo

In February 2026, a Mississauga councillor tabled a motion calling for e‑bikes and e‑scooters to be treated more like motorized vehicles. The goal was to make licensing and registration mandatory. However, the motion failed.
As Stephen Birman, a partner at Thomson Rogers LLP, explains in this Law Times article, e-scooters are “pervasive, unregulated, and dangerous — it’s the Wild, Wild West.” He goes on to say, “Those injured by e-scooters have rights, but there’s a lot of uncertainty around the law in this area because of the patchwork of rules that exist in Ontario.”
